The Development of Public Policy and New Laws Concerning the Rights of People With Disabilities in the People's Republic of ChinaUniversity of Missouri-Columbia China's new policy commitments for people with disabilities are reviewed. The process, including a national survey, leading to China's first Five-Year Plan for Disabled Persons, is described. Data are presented concerning the number of individuals in each disability category. The official government document of 1990 describing new laws intended to protect persons with disabilities is outlined. Several specific laws are listed, including sanctions against offenders. Noted, too, are apparent contradictions between the old regulations and the new laws.
