Opportunities Lost, Possibilities FoundShared Leadership and Inclusion in an Urban High SchoolUniversity of Wisconsin-Milwaukee, nerice{at}uwm.edu This qualitative study examines the communication between and among participants during the planning process for inclusion in an urban high school. Participant groups (administrators and teachers) were found to be "talking past one another." Engaging in dialogue was difficult due to the parties' perceptions of each other, their perception of each other's work and priorities, and role expectations. Shared leadership is offered as a framework for moving inclusion forward in urban high schools.
