This article reports research that identified 17 core concepts of health-care policy affecting families that have children with disabilities. It sets out the research methodology, defines the 17 core concepts, and organizes the concepts into a framework that reflects the 4 principles that guide the delivery of health care: benevolence, nonmaleficence, autonomy, and justice.
