Rating Consistency on Successive Statewide Assessments of Disability Concerns

The Disabled Citizens' Concerns Report Method is a survey research strategy designed to assess community strengths and problems from the perspective of people with disabilities. The present study examines the consistency of ratings obtained using the instrument in two successive statewide applications. Results suggest that survey responses, which were collected from the same 405 people at eighteen-month intervals, produced highly consistent scores. Thus, information obtained may be viewed as a reliable measure of these consumers' concerns and an efficient way of generating consumer involvement in policy development and planning for rehabilitation services.
